For fuel efficiency and environmental standards, what is the best type of recreational boat/engine under 20'?

I expect there are new products out there that would best fit this answer, but my budget is minimal, so I will be buying used. It's my understanding that pontoon boats, in particular those with a center pontoon, are a good option.
