Why isn't Ceres a likely target for colonisation?

a small moon with a ocean under a layer of ice may seem like a good place to colonize but with the moon so close to jupiter the tidal forces from Jupiter's pull may be to violent plus alot of tiny particles would always be hitting the moons surface so we would have to go under the ice but the pull of jupiter would restrict this
