My long distance boyfriend wants me to move to be with him before he will get engaged-who is right?

I have been dating my bf for 2.5 years, and we've been friends for over 7 years. We have been doing long distance for about 2 years. I want to be engaged before I move to be with him, but he tells me that he will not get engaged until I move there, and that when I move I will get a ring. I find it unnerving, and not sure if it is wrong of me to want engagement before moving.
