Couldn't the Medicare Crisis be solved by simply placing a two year waiting period on Preexisting Conditions?

Actually i think the whole pre-existing condition clauses are crap. Yes it might save in the short-term but when those issues create even larger health problems then you end up paying more for these major issues than the preventive measures that could have been taken from the beginning.
